How to Open a Shop on Shopee and Tokopedia in Indonesia: Setup and Visa Fit
Opening a Shopee or Tokopedia shop starts with a verified seller account, a real seller of record, a payout account and a product catalogue. For a foreign national living in Indonesia, those platform steps come after two separate decisions: which business may legally sell the goods, and which visa permits the person’s actual work in that business.
The “open a shop” button is the easy part. The more consequential questions are who owns the stock, who receives customer payments, who signs with the platform, and who packs, manages or promotes orders while physically in Indonesia. A person can create a seller login without thereby obtaining permission to run a local business on a tourist or remote-worker visa.
Shopee and Tokopedia also change their seller tools. Tokopedia and TikTok Shop now offer a combined Seller Center for managing products and orders across their platforms. Check the current onboarding flow for the particular account instead of following an old screenshot.
TL;DR
- Name the seller of record and confirm whether it is an Indonesian individual or registered business.
- Prepare current identity, business, bank and product information required by each seller centre.
- Check whether the business needs an NIB and activity-specific licensing in Indonesia’s OSS system.
- Map the foreign founder’s actual tasks to a current visa route before performing them in Indonesia.
- Treat platform approval, business licensing and immigration permission as three separate decisions.
What should you decide before creating either seller account?
Write down the commercial structure first, because the person clicking “register” may not be the person legally selling the product.
Identify the owner of the goods, the customer-facing seller, the bank account receiving settlement, the party responsible for returns and the people doing fulfilment. If an Indonesian company will operate the shop, use its registered details and authorised representative where the platform requires them. If you plan to sell as an individual, check whether that account type is available to you and suitable for the activity. Do not borrow another person’s identity to make a seller account appear local.
Next list the products. Physical goods, food, cosmetics and regulated products can have different approvals and platform listing rules. The online account does not replace those requirements. Indonesia’s OSS portal describes the NIB as the official business identifier, with additional licensing obligations determined by risk and activity.
How do you open a Shopee shop?
Use Shopee Indonesia’s current seller onboarding and verify the required account details inside the live flow.
- Register: Open Shopee’s Indonesian seller registration page and create or connect the account that will represent the real seller.
- Verify: Provide the identity or business documents requested for that account type, plus a working phone number and email.
- Set up: Complete the shop profile, pickup or dispatch address, payment details and courier settings.
- List: Create product entries with accurate titles, images, prices, stock and product attributes.
- Review: Check platform fees, prohibited-product rules, return obligations and any category approvals before taking orders.
Shopee promotes a quick store-opening flow, but an account can still need verification before it can trade normally. A platform acceptance screen shows that the marketplace accepted account information; it does not decide the founder’s immigration or company-law position.
How do you open a Tokopedia shop now?
Begin with the current Tokopedia and TikTok Shop Seller Center, then choose the sales channels you intend to use.
The combined Seller Center was announced as a way to manage shops and products for both Tokopedia and TikTok Shop. A seller can review the available channel configuration inside the live dashboard. Do not assume that creating a TikTok account alone completes Tokopedia seller verification, or that every feature is enabled for both channels by default.
Prepare valid contact information, the seller’s legal identity or company records, bank details and product information before starting. Follow the account-type and verification prompts shown in Seller Center. After approval, complete shipping, returns, inventory and listing settings. If you already have a Tokopedia shop, check its migration or linking path before opening a second account.
When does Indonesian business registration enter the picture?
The seller’s legal status and product activity determine what belongs in the OSS record.
Indonesia’s OSS portal says the NIB identifies a business for starting or carrying on an activity. It also groups business activities by risk level, which affects further requirements. An Indonesian legal adviser or licensing professional should confirm the correct business form, KBLI activity, foreign-ownership position and product approvals before a foreign founder commits to a local operation.
Keep a clean trail between the company documents, marketplace profile and payout account. If the platform account belongs to one person but stock and sales belong to another, prepare an explanation and underlying contracts. That mismatch affects accounting, tax and immigration analysis even if customers can place orders without a problem.
Which visa should a foreign founder review?
Choose by work actually performed in Indonesia, not by where the platform company is headquartered.
| Situation | Route to review | Main question |
|---|---|---|
| Employed by an overseas company and working remotely | E33G | Is the work for a company established outside Indonesia, and does the planned activity stay within that permission? |
| Working for an Indonesian seller or company | E23 work route | Is the Indonesian entity the proper sponsor, with the right role and work authorisation? |
| Founder investing in an Indonesian company | E28A investor route | Do the investment, shareholding, sponsor and actual role meet the current investor conditions? |
| Short visit to research the market | Relevant visit route | Are meetings and research permitted without operating or selling for a local business? |
A remote-worker visa should not be treated as blanket permission to operate a Shopee or Tokopedia business selling into Indonesia. Likewise, shares in a company do not automatically answer whether the founder may personally fulfil orders, manage employees or serve local clients. Check the current Immigration code and permitted activity for the actual arrangement.
What evidence should you collect before launching?
A concise business and activity file makes the visa decision easier to review.
- Business: Company registration, NIB or licensing records and the seller-account holder.
- Money: Marketplace payout details, business bank account, supplier invoices and payment flow.
- Role: A written description of who buys stock, sets prices, handles customer service and ships orders.
- People: Founder, employees, contractors and any Indonesian sponsor or authorised representative.
- Platform: Current Shopee and Tokopedia account terms, product-category restrictions and verification requests.
Atelix can pre-qualify the visa route and documents, then flag where a human business or immigration review is needed. A traditional visa agent or local corporate adviser may be particularly helpful when company formation, sponsor documents and in-person licensing steps must be coordinated together.
Frequently Asked Questions
Can a foreigner open a Shopee or Tokopedia shop in Indonesia?
The account route depends on the seller’s legal identity and each platform’s current verification rules. A foreign individual’s ability to create an account does not itself settle company registration or immigration permission.
Does a Shopee seller account count as a work permit?
No. Marketplace onboarding and immigration approval are separate processes. Match your actual work in Indonesia to a visa that permits it.
Can I sell from Indonesia while holding E33G?
Do not assume E33G covers operating an Indonesian marketplace shop. Review the employer, seller of record, customers and your day-to-day activities against current E33G conditions.
Do I need an NIB before listing products?
That depends on the seller’s business form and activity. OSS identifies the NIB as the formal business identifier and sets risk-based requirements; confirm what applies before trading.
Are Tokopedia and TikTok Shop managed together?
A combined Seller Center has been launched for both platforms. Confirm the channels and account features available in your live dashboard.
Should I choose an investor or employment visa?
Investment and employment routes have different sponsorship and evidence. Choose based on shareholding and the tasks you will perform, not a generic “founder” title.
